Delivery Manager (Technical IT-Dept Liaison)

* Run sprint planning, stand-ups, reviews, retros, and gate prep across both tracks; maintain the dependency map and the shared-services SLA tracker.
* Establish and run the per-entity technical-liaison SPOCs (data access, approvals, security review, MCP-endpoint delivery).
* Track run-cost and delivery metrics; surface risks early; protect the team's focus from mid-sprint scope creep.
